N255m cars scandal: Stella Oduah replies Jonathan’s query, defends her action

imageMinister of Aviation, Princess Stella Oduah, has replied the query issued by President Goodluck Jonathan, demanding her explanation on what she knows about the acquisition of the controversial N255million armoured cars.


In her response, the Minister said procurement of the cars followed due process and was provided for in the NCAA 2013 budget.

The defence was titled: EXECUTIVE SUMMARY ON THE PROCUREMENT OF NCAA OPERATIONAL VEHICLES. In the summary, she said that the Nigerian Civil Aviation Authority, NCAA, actually carried out the transaction since it was budgeted for.

Details of the summary below:
The Nigerian Civil Aviation Authority, NCAA, is the statutory regulator of the Nigeria Civil Aviation Industry.

Consequently, the NCAA is charged with the oversight responsibilities over all civil aviation operations in the country, including safety, security and strict compliance with ICAO Standards and Recommended Practices, SARPs, and Nigerian Civil Aviation Regulations, NCARs.

2. Towards the effective implementation of its statutory regulatory responsibilities, therefore, it is imperative that the NCAA is fully equipped with highly specialized tools and facilities, including adequate operational vehicles to cover all 22 national airports and over 400 airstrips. In keeping with standard practice, provision is therefore made annually for the replacement of obsolete, inadequate and unreliable monitoring equipment.

3.In the 2013 budgetary appropriation, provision was made for the procurement of specialized equipment (including operational vehicles) to complement and in some cases replace obsolete ones.

Furthermore, the fact that NCAA, as the regulator of the industry, often plays host to dignitaries from ICAO, IATA, US FAA, AFRAA, AFCAC BAGASO, CANSO, ACI and a host of others makes it necessary to have specialized operational vehicles.

4.With regard to the procurement of additional operational vehicles (including BMW Security Vehicles), the following due process was observed:

(I) By letter dated April 15, 2013, NCAA officially requested authorization from the Federal Ministry of Aviation to procure 56 operational vehicles through lease financing. This option was proposed to the Ministry to enable the NCAA make 36 monthly payments based on receipts from Internally Generated Revenue, IGR.

Approval

The Ministry therefore granted due approval.

(ii)Based on the Ministry’s approval, the NCAA invited Expressions of Interest from all Banks in Nigeria for the financing of the said vehicles. EOI was adopted because the procurement is two sided. First, the financier would have to be selected before the supplier is determined. This is in line with procurement best practices.

(iii) On May 24, 2013, the response received from the various banks to the Expression of Interest, EOI, request was opened publicly and minutes of the opening exercise was duly documented. During the EOI opening exercise, NCAA got commendation from one of the Civil Society Organisations, CSOs, approved by BPP who were invited for the opening exercise.

(iv) The evaluation of the expression of interests was held on May 31, 2013 during which First Bank Plc, Union Bank Plc and Stanbic IBTC emerged most responsive. On June 10, 2013 the above three banks were invited to submit Financial Proposals. Thereafter, First Bank emerged the highest rated responsive bidder.

(v)Between June 20 and 25, 2013, invoices were received from various accredited motor vehicle dealers during which only Coscharis Motors Limited quoted for BMW Security Vehicles.

Tenders Board

(vi) On June 28, 2013, NCAA Parastatal Tenders Board approved the selection of First Bank Ltd for the Lease Financing as well as Metropolitan Motor Vehicles and Coscharis for the supply of the vehicles. All necessary approvals were duly sought and obtained accordingly.

(vii) Between July 8, 2013 to August, 12, 2013 various meetings were held with First Bank Ltd, contract agreement was signed and necessary documentation executed.

Your Excellency is respectfully invited to note:

(i) The crucial statutory role of the NCAA in regulating civil aviation operations in the country, including safety, security and strict compliance with ICAO Standards and Recommended Practices (SARPs) and Nigerian Civil Aviation Regulations (NCARs).

(ii) The need for NCAA to be fully equipped with highly specialized tools and facilities (including operational vehicles) to enable the effective implementation of its statutory functions.

(iii) The procurement of specialized operational vehicles is duly provided for in the NCAA 2p 13 (IGR) Budget and the need for adopting instalmental lease payments over36rionths.

(iii) That Due Process was followed in the procurement of the said operational vehicles.

HIV victim doctor rapes patient on admission in Benue

rapeThe Benue State Police Command has arrested a Doctor for raping a female patient who was on admission in a hospital where he practices.

The alleged rapist, Toi (not real name), is a medical practitioner with Tersoo Clinic in Naka town, Gwer West local government area of Benue state.

It was gathered that the medical personnel had reportedly tested positive to HIV/AIDs and was receiving Anti-Retroviral (ARV) treatment at the General Hospital, Naka, before the incident occurred.

Medical sources said the female patient was brought to the clinic for emergency medical attention and after been placed on drip, recovered partially, but the doctor, who took advantage of the fact that she was unconscious, forcefully had carnal knowledge of her.

The police public relations Officer in the state, DSP Daniel Ezeala, confirmed the incident, saying, “the medical personnel has been arrested by our men in Naka and investigation on the matter is on-going.”

Mother strangles her two-day-old baby, dumps him by riverside

nigerian policeA 23-year-old mother, Joy Iember Iorzua is currently cooling her heels at the Benue State Police Command for allegedly killing and dumping her two-day-old baby at the River Ujiiragbo, in Gwer, Benue state.

The mother, reportedly delivered the baby (boy) two days ago and later allegedly strangled him for reasons yet to be ascertained.

A source said ”after killing the baby, she wrapped his remains in a polythene bag, put him in a carton and dumped it at the popular Ujiiragbo River.

”The dastardly killing was however exposed when members of the vigilante group on patrol in the area, got wind of her action and her intention to escape from the community for fear of being apprehended.

”They trailed and arrested her, after which angry members of her community descended heavily on her before handing her over to the Police at Aliade.

”The truth is that this is not the first time this type of allegation is being levelled against her, and that was what prompted the angry reaction of the people who were outraged by her action”.

The Divisional Police Officer, DPO, for Aliade, Superintendent of Police, Bitrus Madani who confirmed the arrest disclosed that the suspect had been transferred to the State Command headquarters for further interrogation.

“I knew I would score despite the tight marking on me” – Emenike

21 Killed In Attacks On Benue Communities By Suspected Fulani Herdsmen


fulani cattle rearersSeparate attacks on Benue communities by suspected Fulani herdsmen claimed 21 lives over the weekend.


The Benue communities that were attacked include Apera, Gberija, Tse Pilla, Uchagh, Ukaha, Atenger, Agema and Agule in Guma where six persons were killed while another 15 were killed at Oguchi-Ankpa in Agatu local government area by the invaders.

A source from Guma local government council said, “They marched into our villages from Awe in Nasarawa State and passed through Damko before invading and burning down eight villages in Guma local government.

“Unfortunately, the herdsmen stormed the affected villages when most men had gone to their farms and since we thought that the persistent crisis had been settled by both the Benue and Nasarawa state governments, we were not prepared for the surprise attack.

“They killed six of our people who were mostly women, because they were at home preparing meals for their husbands and children who had gone to their farms at the time of the attack.

“Several persons were seriously injured while many are still missing as at today and no one has a clue as to their whereabouts.

“In fact this latest attack has brought to the fore the need for both the Benue and Nasarawa state governments to take a closer look at overhauling the security apparatus operating on the border between the two states,” he said.

Meanwhile, Benue State Governor Gabriel Suswam has charged the people of the state to be vigilant and report suspicious movements in the communities to security agencies, following the weekend invasion of Benue communities by suspected Fulani herdsmen.

Speaking yesterday at the Catholic Church, Oshigbudu after inspecting the damage at Enogaje, one of the communities earlier attacked by the marauders, Suswam urged the people to “be security conscious and report suspicious movements to the relevant security agencies”.

Woman fakes own kidnapping, demands N200,000 ransom from husband

fake kidnappingThe police in Enugu State has arrested a house wife, for stage-managing her own kidnapping and demanding the sum of N200, 000 from her husband Marcus Chukwu as ransom.


Also arrested in connection with the crime is her collaborator in the crime, one Chikwe Tochukwu, a commercial motorcycle operator.

DailyPost gathered that Marcus, a native of Agbogugu in Awgu local Government Area of Enugu State, had received a call from his wife, Nancy Chukwu, claiming that she had been abducted by unknown gunmen and that her abductors were demanding the sum of two hundred thousand naira.

The suspects thereafter gave Marcus an account number where the said ransom is to be paid.

However, instead of paying the ransom, Marcus reported the matter to the anti-kidnap unit of the police.

The police spokesman in Enugu State, Ebere Amaraizu, DSP, who confirmed the incident to DailyPost, disclosed that investigations conducted revealed that Tochukwu of Amakwe Okeremiri Aboh Mbaise in Imo state, residing at Agbogugu was the brain behind the stage managed kidnap, which was aimed at reaping off the woman’s husband.

In his confession to the police, Tochukwu said he is an okada rider that usually conveys Nancy home anytime she is returning from market, adding that Nancy lured her into the crime.

He further confessed that while he was together with Nancy, he used a tone suggestive of a kidnapper already holding Nancy under captivity, and demanded that the sum of two hundred thousand naira is to be paid as a ransom to the account number provided, which he also claimed belonged to his friend Chikwado.

On her part, Nancy, who also confessed to the crime, said she never knew what came over her prompting such behaviour.

“A full scale investigations into the alleged incident has intensified”, Amaraizu further stated.

“That is not true, I am no more sexually active. When you see a beautiful woman, when you reach my age and you have responsibility like myself, you  will know what I am talking about. Before now, as a young man, you would want to go after her. There are many nights I go and sleep alone not because I don’t have girlfriends or want a girlfriend, when I think of the responsibility I have  in my life, I will immediately have a rethink.

The women in my life also have responsibilities. I can tell you that the mothers of  my  children, we stay together, we are very serious. You could say we are husband and wife but I don’t believe in marriage. I just don’t understand why one man will say I pronounce you man and wife, in that case. I pronounce myself man and wife. I am very different from my father but in a lot of ways like him.

Like I couldn’t understand why he married 27 wives. When he married them, he divorced them. I didn’t have a problem with my father’s wives but my mother did.  When the problem started in Kalakuta, for us it was fun. Many things have changed.
